Will this cable also charge a console for Nintendo 3DS or for Nintendo DS?

No. It fits the charge port for Nintendo DS Lite only. The consoles for Nintendo 3DS, for Nintendo 2DS and for Nintendo DS use a different port and are not supported, so check the model name on the back before ordering.
Do I need a mains plug, and can I charge from a power bank?
